The People are a loose confederation of tribes, each with own totem, and signature weapon. They are basically at peace with one another, with occasional scuffles that are usually settled via athletic competitions and child exchange. The People share a common war anthem, with different stanzas sung to identify tribe and prominent families.

The People of the Sea of Grass consider the twelve tribes of the Rhiani all to be the People of the Horse tribe (and, in turn, the Rhiani consider themselves technically a tribe of the People of the Sea of Grass), the most widely spread tribe of the People of the Sea of Grass. Due to this association, the term Rhiani is often applied to these other tribes of the People of the Sea of Grass - but this is a mistake, the other tribes of the people of the Grass have their own names for each tribe.
