From my analysis of GM Hazard, the GM earns Hazard by:
- Rolling the Adversity dice for the world being explored at the start of the adventure
- In Conflict between players and specific GMC's, in a similar fashion to the way players earn Fortune (i.e. roll eliminated dice, odd give a Hazard point).
- Every point of Fortune spent by a player nets the GM a point of Hazard.
