Getting your characters onto the owe list is a thing you have to figure out how to do, it won't always happen by itself. The trick to it starts at character creation. If you create a character whose best forms apply directly to her winning her best interests, she won't make the owe list. You have to make a character whose best interests won't follow straight from her best forms.

So let's say you've got your grizzled warrior character. Best forms: Directly, With Violence. If you say "it's in my best interests to crush my enemies," you're effectively writing yourself off the owe list. If you say "it's in my best interests to win the heart of the queen," though, you're setting yourself up to go on the owe list a lot.
