I picture the "Concord Peacekeeper"--the hero or heroine of the game--as an isolated figure, operating without much supervision from back home. The Concord is a brand new transnational organization from the Core which claims jurisdiction over the Verge systems. The Vergers don't know nothin' 'bout no "Galactic Concord," and may not appreciate being bossed around, though they could use the help. On the other hand, the Concord's ultimate purpose is to prevent the Core nations from destroying the human race through warfare, so the other nations have trouble with it too. They need the Concord's respectability, but don't want to behave respectably.

Your character might be performing various missions--exploring enigmatic ruins, bringing a wanted criminal to justice, helping the colonization effort, or even delivering data-mail. Or maybe you want to play a more cynical character who has abandoned his or her duties... but even people with no responsibilities may face consequences.
